The arrested individuals have been identified as José Manuel Méndez, also known as “El Primo,” aged 44, and his wife, Escarlin J. Cáceres de Alvarado, aged 33. The couple came under the radar of the Providence anti-narcotics police unit in October after being suspected of selling drugs on the streets.
After surveillance and conducting undercover purchases, the police arrested the couple in mid-November on charges of drug trafficking. They appeared in court recently for a bail hearing, where their case was deliberated.
During the raid on their apartment located on Longfellow Terrace on November 16, the police discovered that Méndez was using a bottle of rat poison as a cutting agent for the heroin. Sergeant Nicholas Ludovici revealed that Méndez was also using cockroach poison and ant poison to further adulterate the drugs.
Cutting agents are substances that drug dealers use to increase their product yield and profitability. They mix these substances with the drugs to create a more concentrated and potentially lethal product. Ludovici explained, “Depending on what they use to mix, drug dealers can give their customers a more powerful, and sometimes deadly, substance for maximum effect. Besides the drugs and cutting agents seized during the raid, the police also confiscated over $22,000 from a safety deposit box owned by the couple at a bank. Additionally, three vehicles were impounded, pending a final court order to definitively seize the money and cars.
One particularly heartbreaking consequence of this arrest is the fate of the couple’s newborn baby. The newborn has been placed under the custody of Rhode Island’s Department of Children, Youth, and Families while the legal proceedings continue.
